Health and Safety Representative Training
NCA Training and Consulting is an approved provider of Health and Safety Representatives (HSR) Training in NSW.
The role of Health and Safety representatives is to facilitate the flow of information about health and safety between the Person Conducting a Business or Undertaking (PCBU – the new term that includes employers) and the workers in their work group.
A Health and Safety Representative (HSR) represents the health and safety interests of a work group. There can be as many HSRs and deputy HSRs as needed, after consultation, negotiation and agreement between workers and the persons conducting a business or undertaking (PCBU). A PCBU must keep a current list of all HSRs and deputy HSRs and display a copy at the workplace. The role of a HSR is generally limited to their own work group unless:
- There is a serious risk to health or safety (created by an immediate hazard) affecting workers from another work group
- A worker in another work group asks for the HSR’s assistance, and the HSR for that other work group is found to be unavailable.
Health and safety representatives (HSRs) need relevant knowledge and skills to allow them to exercise their powers to promote and ensure the health and safety of members of their workgroups. Under the WHS Regulations and outlined in section 72 of the WHS Act they are entitled to attend a training course in work health and safety that is approved by the regulator.
These include:
- A five-day initial course of training, suitable for HSRs elected after 1 January 2012 who wish to exercise their full powers and functions—in particular sections 85 and 90 of the WHS Act.
- A one-day refresher training course for each year of office after they have completed the five-day initial course of training and includes ongoing terms of office if re-elected.
If a HSR, trained in the initial five-day training and has left the work group, for any reason other than permanent disqualification, and is re-elected as an HSR for any work group, they are entitled to attend the one-day refresher course from their first year of office.
Refresher courses are tailored to build knowledge related to specific legislative and HSR skills development and provide an overview of the learning outcomes covered in the five-day initial training.

Health and Safety Representatives (HSR) 5 Day Course
This approved SafeWork NSW course will assist Health and Safety Representatives (HSRs) to understand and fulfill their role and functions under the WHS Act 2011. The role of Health and Safety representatives is to facilitate the flow of information about health and safety between the Person Conducting a Business or Undertaking (PCBU – the new term that includes employers) and the workers in their work group. Managers, Supervisors or Non HSRs may attend the course to improve their understanding of WHS laws, risk management and consultation process.
Please note: If you have already completed the 5 day HSR Course you should attend the 1 Day HSR Refresher Training

- Work Health and Safety Framework
- Consultation, Representation and Participation
- Issue Resolution, Support for HSRs and Managing Risks
- Inspections, Notifiable Incidents and Incident Investigation
- Provisional Improvement Notices and directing unsafe work to cease
Certification
Upon successful completion of the course HSRs will receive SafeWork NSW and WHS Q Statement of Training.
Managers, Supervisors or Non HSRs will be issued with a Statement of Attendance.

Health and Safety Representatives Refresher Training
This approved SafeWork NSW and WHSQ course is designed for those who had completed the 5 Day Initial Health and Safety Representatives Course. Managers and supervisors can also attend the HSR Refresher course to gain the skill and knowledge required for consultation under WHS Act; to better understand the role of their HSRs and to gain an introduction to work health and safety.
Course content
- Work Health and Safety (WHS) legislation
- Consultation, Representation and Participation under the WHS Act
- Participating in consultation and Issue Resolution as a HSR
- Monitoring PCBU’s management of work health and safety risks and Notifiable Incidents
- Provisional Improvement Notices (PINs) and ceasing unsafe work
Certification
Upon successful completion of the course HSRs will receive SafeWork NSW and WHS Q Statement of Training.
Managers, Supervisors or Non HSRs will be issued with a Statement of Attendance.

Pre-requisite
To enrol in this course, and receive the SafeWork NSW certificate for this course, HSRs must have completed the approved HSR five day initial training course (or the one day Bridging course in 2012). Participants must provide evidence of completing the prerequisite in the form of an original certificate (or certified copy of same) on enrolment. Participants who cannot provide this certificate will need to enrol into the 5 day initial HSR training course.

1 day – 8.30am to 5.00pm (7 hours face to face training plus breaks)
Delivery Location
NCA Consulting & Training can conduct training courses at your facility under the following requirements:
- Minimum 6 participants
- Maximum 20 participants (conditions apply)
- Suitable room for theory component
- Suitable area for practical component (risk assessment and site inspection conducted)
